Visa, Mastercard & Government Compliance

Why it's not as complicated (or risky) as you think.

If you run an adult, UGC, or live streaming platform, you've probably heard the words "compliance" and "Visa/Mastercard requirements" spoken like a threat. Here's what's actually at stake — and why getting compliant is closer to a competitive advantage than a burden.

If you run an adult, UGC, or live streaming platform, you've probably heard the words "compliance" and "Visa/Mastercard requirements" spoken like a threat. They're usually mentioned right before someone tells you a merchant account got frozen, a merchant got fined, or a site got blocked.

That reputation isn't entirely wrong — the stakes are real. But the idea that compliance itself is complicated, slow, or something only a legal department can handle? That part is a myth.

01

What's Actually at Risk

Card networks and regulators aren't bluffing when it comes to high-risk verticals like adult content, UGC, and live streaming.

Fines up to $200,000 per month — for platforms that don't meet Mastercard's content-moderation and verification standards.

The MATCH List — a shared blacklist across acquiring banks. Land on it, and you're locked out of card services for five years, regardless of which processor you try next.

Losing your compliance entirely — once your PSP can no longer justify the risk you represent, you're left scrambling for a new provider — usually at higher cost.

Forced shutdown by regulators — in France, for example, a site can be blocked by ISPs within 48 hours if it doesn't meet the technical age-verification standard now in force.

Frozen or blocked bank accounts — when a PSP cannot document the identity and controls associated with an account, triggering a compliance review.

Criminal liability exposure — tied to human trafficking prevention requirements, if identity traceability aren't properly documented.

These aren't hypothetical risks pulled from a legal brief — they're documented enforcement mechanisms already built into how Visa, Mastercard, and national regulators operate today.

02

What the Rules Actually Ask For

Strip away the acronyms, and the requirements boil down to a handful of concrete things:

Mastercard AN5196

Verify the identity and age of the uploader and the subjects in the content, keep written consent on file before anything goes live, run pre-publication review plus live monitoring, and resolve complaints within 7 business days.

Visa VIRP

Identity verification for uploaders, subjects, and consumers, mandatory automated moderation tools, and identity traceability for creators, affiliates, and agents — a direct anti-trafficking measure.

Governments

GDPR governs how personal data is collected and stored across the EU; U.S. 18 U.S.C. §2257 requires age and identity records for every performer; France's Arcom standard and the EU DSA set concrete deadlines for age verification and content takedown.

03

Compliance Is an Asset, Not a Cost Center

Platforms that treat compliance as a core capability — not an afterthought — end up with a real advantage. They get onboarded faster by PSPs, negotiate better terms, and avoid the slow, expensive back-and-forth of due diligence questionnaires that stall growth.

"In an industry where account terminations and processor churn are common, being the platform that never triggers a compliance review is, itself, a competitive edge."

04

Why It Doesn't Have to Be Complicated

The complexity most platforms run into isn't the rules themselves — it's trying to satisfy three different rulebooks (Mastercard, Visa, and government regulations) with three different tools, three different contracts, and three different support lines.

It doesn't have to work that way. Identity verification, consent management, content moderation, and identity traceability can all be orchestrated through a single integration — one that plugs into the tools and PSP relationships you already have.

05

How Pleenk Approve Fits In

Instead of assembling separate vendors for KYC, moderation, consent, and identity verification, platforms get one orchestrator that covers Mastercard AN5196, Visa VIRP, and the relevant government regulations at once — with a compliant internal policy ready to present to your PSP within one week of integration, and no disruption to your existing operations.

Compliance isn't a choice in this industry. But it doesn't have to be the thing that slows you down, either.
